The Second Member Representative Conference of CSTVE Working Committee on International Cooperation and Exchange Successfully Held

Shenzhen Polytechnic President Xu Jianling Elected as Deputy Director of the Second CSTVE Working Committee on International Cooperation and Exchange

On December 27, the Second Member Representative Conference of the Working Committee on International Cooperation and Exchange, the Chinese Society for Technical and Vocational Education (CSTVE) (hereinafter referred to as "the Working Committee") was successfully held. Guests present at the conference were Lu Xin, President of the CSTVE and former Vice Minister of the Ministry of Education (MOE), Wu Zhiqiang, a professor of Tongji University and an academician of the Chinese Academy of Engineering, Liu Jin, Head of the Department of International Cooperation and Exchanges of the MOE and Director-General of the MOE’s Department of International Cooperation and Exchanges (Office of Hong Kong, Macao and Taiwan Affairs), Liu Jiantong, Executive Vice President and Secretary-general of the Chinese Society for Technical and Vocational Education, Sun Shanxue, Vice President of the Chinese Society for Technical and Vocational Education, Mao Lijuan, Deputy Director of Shanghai Municipal Education Commission, Ma Jianchao, Director of the Vocational Education Office of Shanghai Municipal Education Commission, Jiang Feng, Secretary of the Party Committee of Shanghai International Studies University, Xu Jianling, President of Shenzhen Polytechnic and Zhang Qihong, Secretary of the Party Committee of Beijing Polytechnic, among others.

Zeng Yuan, a member of the Chinese Society for Technical and Vocational Education and Director of the Branch Office Department read the Letter on Approval of Changing the Term of Office of Members of the Working Committee on International Cooperation and Exchange,the Chinese Society for Technical and Vocational Education at the conference. Sun Shanxue, Director of the first Working Committee reviewed the key tasks and achievements made over the past five years. At the conference, the Report on the Work Summary of the First Working Committee on International Cooperation and Exchange, the Regulations on the Work of the Working Committee on International Cooperation and Exchange (revision), and other documents were passed.

Deputy Director, Secretary-general, Standing Committee members, and members of the second Working Committee were also elected at the conference. Jiang Feng, Secretary of the Party Committee of Shanghai International Studies University, acted as Director of the first Working Committee, Xu Jianling, President of Shenzhen Polytechnic, Zhang Qihong, Secretary of the Party Committee of Beijing Polytechnic and other 16 members as Deputy Directors of the Working Committee. Jin Hui, Dean of the School of Education, Shanghai International Studies University served as Secretary-general of the Working Committee. Ma Jianchao, Director of the Vocational Education Office of Shanghai Municipal Education Commission, Li Yayin, Secretary-general of China Institute of New Era TVET Research, and Xin Xiulan, Vice President of Beijing Polytechnic served as the Assistant Secretaries-general of the Working Committee.

The second Working Committee was established with an expert steering committee. Lu Xin, President of the Chinese Society for Technical and Vocational Education served as Director of the committee, Huang Wei, an academician of the Chinese Academy of Sciences and Wu Zhiqiang, an academician of the Chinese Academy of Engineering as Deputy Directors, and 11 leaders and experts as members of the committee, including Mao Lijuan, Deputy Director of Shanghai Municipal Education Commission, Dong Qi, President of Tongji Zhejiang College and Xia Wenbin, President of University of International Business and Economics.

Liu Jin, head of the Department of International Cooperation and Exchanges of the MOE, Mao Lijuan, Deputy Director of Shanghai Municipal Education Commission, Liu Jiantong, Executive Vice President and Secretary-general of the Chinese Society for Technical and Vocational Education, Wu Zhiqiang, an academician of the Chinese Academy of Engineering and other participants delivered a speech at the conference. Mr. Wu Zhiqiang pointed out in his speech that the Working Committee should keep in mind the instructions of the CPC Central Committee and the State Council and contribute the Chinese approach to technical and vocational education and training (TVET) to the world. In the context of the new generation of information technology and rapid digital economic development, the Working Committee should focus on talent cultivation oriented by future professional technologies, promote the innovation in theories and talent cultivation model of Chinese TVET. In addition, the Working Committee should pay close attention to the dynamics of TVET policies, trends, project innovation, and cooperation models in various countries, and make efforts to improve its professionalism.

Jiang Feng, Director of the second Working Committee reported the Working Committee's work plan for the next five years. He pointed out that the new Working Committee should follow the guidance of the CSTVE and uphold the working policy of developing and managing the Society according to politics, academics, services, and law. He also said the Working Committee should call on forces of all parties and strive to build a think tank system with international influence. The Working Committee will organize the compilation of global TVET trends and their reports, providing consulting services for localities, universities, and industries. It will build international cooperation and exchange platform and establish a multi-dimensional communication mechanism through activities such as annual seminars on the TVET developments. In addition, it will further the connotation development of international discourse competence of vocational colleges, and carry out international professional certification, bilingual curriculum, and international personnel training.

President Lu Xin delivered a written keynote report entitled Building a Community of Shared Future for Mankind: Historical Responsibility of High-quality Modern Technical and Vocational Education and Training. Consisting of China's thought, contribution, practice, and plan for TVET, the report puts forward ten theoretical problems to be thoroughly studied and solved in supporting high-quality TVET development from the aspects of "strategic orientation, strategic direction, strategic focus, strategic arrangement, and strategic measures". It also systematically combs the great achievements China has made in TVET since the 18th CPC National Congress, enumerates 12 typical cases of "going out" of China's TVET. Meanwhile, it expounds on the policy supply of China's TVET and introduces the development plan for China's TVET. In addition, the report indicates that General Secretary Xi Jinping regards international cooperation in TVET as an important part of building a community with a shared future for mankind and proposed a series of initiatives promoting TVET exchanges and cooperation at international conferences, such as the Belt and Road Forum for International Cooperation, the BRICS Summit, and the Forum on China–Africa Cooperation. Taking General Secretary Xi Jinping's important instructions as guidance, the Working Committee should actively promote international exchanges and cooperation in TVET and promote the building of a human skills community, striving to serve the digital transformation of the global industry, and providing strong support for China's TVET, in particular, to "go international".

The conference was hosted by the CSTVE and co-organized by Shanghai International Studies University, Shenzhen Polytechnic, and Beijing Polytechnic, with representatives of 135 member organizations from more than 20 provinces, municipalities, and autonomous regions participating online.
