SZPT Shared the “Nine Common Activities” Dual Subject Talent Training Reform Experience at the Press Conference of the Ministry of Education

On May 24, the Ministry of Education held the third press conference of the “Decade of Education” “1+1” series of interviews, with focus on the results of vocational education reform and development since the 18thCPC National Congress. The main venue of the press conference was located in the Ministry of Education, while the branch venue was located in Guangdong Province, and the whole course of the event was published online. Yang Xinbin, Party Secretary of Shenzhen Polytechnic, as the representative of higher vocational colleges at the branch venue, answered the questions on the high-quality development experience of vocational education service enterprises.

At the press conference, Chen Ziji, Director of the Department of Vocational and Adult Education of the Ministry of Education, introduced the achievements of the reform and development of vocational education in the past decade. Ren Youqun, Director of the Department of Teacher Work of the Ministry of Education, introduced the reform and development of teacher work in vocational education. Li Dasheng, Deputy Secretary of the Education Working Committee and Deputy Party Secretary of the Department of Education of Guangdong Province, introduced the achievements of the reform and development of vocational education in Guangdong Province in the past ten years. Xing Xiaoying, Practice Teacher of the Basic Industry Training Center at Tsinghua University, introduced the personal learning and growth experience. Xing Hui, Director of the Academic Committee of National Academy of Education Administration and Director of the Vocational Education Research Center, commented on the characteristics and results of vocational education work.

Yang Xinbin answered questions on the high-quality development experience of vocational education service enterprises

When answering such questions as “What measures has Shenzhen Polytechnic taken to serve the high-quality development of many world-class innovative enterprises in Shenzhen”, Yang Xinbin said, “General Secretary Xi Jinping pointed out that, Shenzhen is a brand new city created by the Party and the people after the reform and opening up. It is a wonderful performance of socialism with Chinese characteristics on a blank sheet of paper, creating a great miracle. At present, there are 505 listed companies in Shenzhen, and a number of world-class innovative enterprises have emerged, such as Huawei, Tencent, BYD, DJI, and Han’s Laser. These enterprises are leading the world in technology, process, standard and business form innovation. The original talent training model can hardly adapt to the new needs of enterprises and market changes.”

Yang Xinbin pointed out that, after extensive survey and in-depth research, Shenzhen Polytechnic has carried out the “Nine Common Activities” dual subject talent training mode innovation with featured industrial school as the carrier, i.e. each major group cooperates with a TOP500 enterprise or leading enterprise in the industry to build a featured industrial school for the implementation of the “Nine Common Activities” talent training reform, benchmarking against the “latest, highest and optimal” standard. At present, the college-enterprise cooperation has given birth to the establishment of 14 featured industrial schools, including Huawei ICT School and BYD Applied Technology School. When talking about the construction of the “Nine Common Activities” model system, Yang Xinbin introduced that, the underlying logic of the “Nine Common Activities” is to foster virtue through education, centering on the high-quality development, driven by the mutual win of colleges and enterprises. First, jointly carry out Party building and ideological and political education, and through the innovation miracle of enterprises, establish the “Four-Sphere Confidence”, and enhance the effectiveness of moral education. Second, jointly develop professional and curriculum standards, and convert the latest technologies, standards and processes of enterprises into teaching contents in the first place, so as to improve the adaptability of talent training. Third, jointly build a high-level teaching team, and through mutual recruitment between colleges and enterprises, mutual promotion between teaching and research, and other ways, constantly enhance the ability of teachers to track, apply and control new technologies. Fourth, jointly conquer key technologies and processes; centering on the key technologies of enterprises, colleges and enterprises jointly form teams to tackle key problems and update teaching contents by source innovation. Fifth, jointly formulate industry standards; colleges and enterprises jointly develop the new technologies and new processes of enterprises into industry standards, form the commanding heights of the industry, create “Chinese standards”, and improve the capacity of the service industry. Sixth, jointly develop vocational qualification certificates, enhance the precise connection of the supply and demand of industry and education, and promote the improvement of both academic qualification and competence. Seventh, jointly carry out education on innovation and entrepreneurship, with the topics sourced from enterprises, and the results applied to enterprises, so as to enhance students’ ability of sustainable development. Eighth, jointly carry out modern apprenticeships to train talents precisely according to the individual needs of enterprises, and enhance the inheritance of skills. Ninth, jointly carry out international production capacity cooperation and train practical talents for Chinese enterprises to go global. Finally, Yang Xinbin summed up three notable achievements of the “Nine Common Activities” mode: the employment quality of students improved significantly: on average, 16% of students was employed by TOP500 enterprises or industry leaders, with an average starting salary of 6,926 yuan; the ability to solve key technologies improved significantly: colleges and enterprises jointly built 25 technology research and development platforms, jointly formulated 80 standards of various levels, and conquered a number of key technologies such as photoresist, which were recognized by Huawei; the ability to serve enterprises improved significantly: an average of 120,000 enterprise employees were trained annually. In 2021, the National Development and Reform Commission promoted the “Nine Common Activities” mode as one of Shenzhen’s 47 innovative measures to the whole country. This mode has been adopted by South Africa, Egypt, Malaysia and other countries, contributing Chinese wisdom and solutions for China’s vocational education to go global.
